This is a small step in the right direction but it still sounds like they plan on continuing to murder the deers going forward, rather than completely stopping it and trying either birth control or reintroducing lynxes or wolves instead. "Cullers" are simply hunters and shooters ("culling" is literally just a glorified term for mass murder), plain and simple, so, the way I view it, is that they are basically saying that they will continue to hunt and shoot the deers, just do it privately or themselves rather than get some "members of the public" to pay to do it. Their words of: "We will manage deer exclusively via our own team." and "The board will no doubt continue, 'professional' culling" unfortunately says it all about what they plan to continue to do to the poor deers so I don't personally see how this could be a win for the deers?
